Call for Partners for Kickstart Scheme – apply by 16 October 2020

In July the Government announced a £2billion fund for the new Kickstart Scheme to fund hundreds of thousands of job placements for young people.
In order to apply, the original criteria required potential employers to submit applications for a minimum of 30 positions. This has recently been updated to allow applications from a lead organisation that will work with other local organisations to provide the full number of places.
Achieving for Children (AfC), provider of children’s services in Kingston, are making an application and, in addition to their own placements, they are keen to hear from local voluntary sector groups who would like to host a 6-month, 25 hour a week placement.

The priority for places will be for individuals aged 16-24 years and in receipt of Universal Credit. The additional weekly hours will be for training and new skills to help the trainee to move into sustained employment after their Kickstart-funded placement.

What the scheme covers:

Kickstart funding will cover the following:

· the relevant national minimum wage for 25 hours a week
· associated NI contributions
· employer minimum automatic enrolment contributions
· training costs
AfC are working on an employability wraparound offer to compliment the scheme and support local voluntary sector organisations to get involved. They have a suite of online learning activities and could also provide opportunities for the young person to access functional skills exams to increase their opportunity of moving into an apprenticeship or sustained employment. They can also deliver one-to-one or group CV, interview and other employability support. The costs for this could be covered by a portion of the set-up payments. AfC would also be able to provide enhanced support for organisations able to support a young person with SEND.


Payment schedule

Organisations should note the payment schedule for the programme is as follows:

· £1,500 set-up payment made upfront approximately a fortnight after the person begins their role (this is on top of the salary costs to cover the wraparound employability support and resources needed, such as equipment or uniform)
· payment at 4 months
· payment at 7 months (once the placement is completed)
This schedule means that the organisation will need to cover salary costs initially.
AfC will submit their application by the end of October. If approved, job descriptions will be requested in order to recruit the posts via JobCentre Plus. Posts do not have to commence immediately, or all at once, and there is flexibility with start dates across 2020/2021.


Information Required

If your organisation is interested, AfC require the following details:
1. The number of roles each organisation is committed to hosting during the Kickstart Programme (the latest recruitment date is December 2021)
2. The type of work the young person would complete as part of the role
3. The employability support that would be offered
4. An explanation of how the organisation can evidence that the role will not cause other staff members or contractors to lose their employment or reduce their hours and that it does not replace other planned roles.
